Crime, border control and terrorism are identified as key concerns for citizens across the western world. The focus is now on policy makers, law enforcement and security agencies to design and implement effective actions to combat these concerns. As a result, the way in which services are delivered is changing from a focus on ‘protecting the state’ to one of ‘protecting the citizen’. Police and security infrastucture are restructuring to broaden capabilities to tackle today’s threats. The requirement is clear – reduce levels of risk, fear and insecurity, and the knock on effects upon economies and communities, and safeguard the ability of individuals to live their lives with freedom and confidence.

Given these demands, building the evidence base on which to design and operate policing and security functions fit for the 21st century requires rigorous and systematic evidence drawn from across the globe. Initiatives must be closely monitored and scrutinised for impact and cost effectiveness. Underlying this is the requirement to ‘frontline evidence’ to ensure rapid change in strategic, managerial and tactical delivery and wide range of specialist skills are required to support this process.
